If I'm trying to answer a question such as:

Show me all hospital beds that have movement (people leaving, people coming) between the hours of 1 AM and 3 AM for clinics sprinkled across the USA?

Will I be able to accomplish this with just tracking UTC time and local time datetime stamps in my dimensional model?

Yes. For this particular query you would use the local time.
