Specify volume as the indexing strategy may be based upon the volume of data.

Is there a well laid out strategy for Indexing for fact tables?

If so, what is it we follow for Fact Tables in Oracle?

You seem to have this idea that there is a one size fits all solution. Unfortunately, this is not the case. Yes, you should index. Yes, you should partition. Beyond that the rest is dependent on what you are trying to accomplish.
