I would like to design a dimension model for an organization's training data. The main report would be to generate transcript for the employee, which will include what he/she has taken including what he should take during his/her employment period. This report should also, track any changes in the employee information such as his promotion to supervisor etc. Will an accumulating snapshot fact with a SCD employeed dimension help in this kind of reporting. Should the SCD key be updated in the accumulating fact table to accomplish this?

It would seem to me that an accumulating snapshot would be too restrictive in the events you are trying to track. Accumulating snapshots are good at tracking well defined events within a workflow process. I would look at a transaction fact approach.
